Top 10 Headhunters in Indonesia: How to Verify Any List
Looking for the top 10 headhunters in Indonesia? We found no official ranking, so here are six tests for any list and a 10-point check for each firm.
We searched for a top 10 headhunter ranking for Indonesia and found no official or independent one, only lists published by vendors and content sites. So this guide does not add another list. Instead, it gives you six tests for judging any list you find, and a 10-point check that turns a list of names into a shortlist you can defend.
Is there an official top 10 of headhunters in Indonesia?
We did not find one. Our search on 1 November 2026 returned vendor blogs and duplicated list pages, and none of those we saw explained a method or cited independent data.
That does not mean every firm on those lists is weak, because a list can name good firms by accident or by reputation. It means only that a position on the list proves little. Put simply, treat a top 10 as a list of names to check, and not as a recommendation.
How can you test a top 10 list?
Apply six tests, and discount any list that fails most of them. These tests are our own framework, built from what these pages usually leave out.
| Test | What to look for | Warning sign |
|---|---|---|
| Publisher | Who wrote the list, and do they sell recruitment or HR services? | The publisher ranks itself or its partners |
| Method | Stated criteria and data behind the order | No criteria at all |
| Evidence | Sources that a third party can check | Claims only from the firms' own websites |
| Date | A recent date and a sign of real updates | An old list with a new year in the title |
| Fit | Separate views by sector, level and hiring model | One order for every kind of hire |
| Originality | Text that says something specific about each firm | The same wording on several sites |
The last test matters more than it looks, because many of the pages we saw looked copied or machine-assembled. In practice, if two sites use the same paragraphs, count them as one source and not as two opinions.
Self-reported numbers need special care. A figure for placements or years of experience on a firm's own profile may be true, but nobody outside has checked it, so ask the firm for evidence you can see.
Which type of firm do you actually need?
Start with the hiring model, because a firm that suits one role can be wrong for another. The Association of Executive Search and Leadership Consultants (AESC) says contingent recruiters typically fill entry- to mid-level roles and are paid after a hire, while retained firms charge at the start, work exclusively and focus on senior positions.
| Your need | Firm type to shortlist |
|---|---|
| Several specialist or mid-level roles | Contingency agencies |
| A director or C-suite role | Retained executive search firms |
| A confidential replacement | Retained firms with direct approach |
| Regional leadership across several countries | Firms with a verified presence in those countries |
The split above is our reading of AESC's description, so use it as a starting point. In simple terms, comparing a retained firm with a contingency agency on price alone compares two different services. Our pillar guide on how to choose an executive search firm in Indonesia covers the retained route in detail.
What is the 10-point check for each firm?
Run the same 10 checks on every name, and keep the answers in one sheet. Items 1 to 5 come from Permenaker No. 18 of 2024, the domestic placement rule, and items 6 to 10 are our suggestions.
| # | Check | Basis |
|---|---|---|
| 1 | Legal entity with a business licence | Pasal 1 point 9 |
| 2 | NIB and/or Sertifikat Standar shown to you | Pasal 10(4) |
| 3 | A placement officer (Petugas Antar Kerja) | Pasal 10(2) |
| 4 | No charges to candidates, except for certain positions | Pasal 11 |
| 5 | Written agreement with fee and placement guarantee | Pasal 54 |
| 6 | The named consultant who will lead your search | Our suggestion |
| 7 | Recent searches at your level and in your sector | Our suggestion |
| 8 | References you can actually call | Our suggestion |
| 9 | How candidates are found, and how they are approached | Our suggestion |
| 10 | Off-limits rules for its other clients | Our suggestion |
The first five items tell you whether a firm can do this work legally. The other five tell you whether it can do your search well, so you need both sets of answers. Put simply, a licence gets a firm onto the shortlist, and evidence of similar work keeps it there.
You can check an NIB yourself as well, because Hukumonline's guide describes a Pencarian NIB (NIB search) field on the OSS website. For a weighted scorecard in Bahasa, see our guide on how to assess headhunter firms in Indonesia.
If candidates may come from other provinces, ask about the SPP AKAD and SPR too, because Pasal 53 requires them for recruiting across regions. Our guide to recruitment agencies in Jakarta explains what those documents are.
How should you compare fees across a shortlist?
Compare the fee basis and the payment schedule, not only the percentage. We found no official tariff, and Korn Ferry's filing with the US regulator says its search fee is "generally one-third of the estimated first-year cash compensation" of the placed candidate, which is one global firm's practice and not an Indonesian rate.
A lower percentage on a wider basis can cost more than a higher percentage on base salary alone. Ask each firm for the same four numbers on the same assumed salary: the fee, the amount due at each stage, the VAT, and the replacement terms.
Tax can then separate two similar quotes. The Directorate General of Taxes says the VAT charged stays at 11% on non-luxury services and PPh 23 on services is 2%, while PPh 26 is 20% for a foreign party when tax-treaty conditions are not met. In practice, ask which entity will invoice you, and confirm the treatment with your tax adviser. Our article on headhunter fees in Indonesia has a worked example.
What should you ask in the first call?
Ask questions that are hard to answer with marketing language, and listen for specifics. Five are enough for a first call:
- Who will lead my search, and how many others are they running now?
- Tell me about a similar search you completed, without naming the client. What made it hard?
- Which companies could you not approach for this role, because of your other clients?
- How long will each stage take, and what do you need from us?
- What happens if the hire leaves within the guarantee period?
A good answer names people, stages and limits. A firm that cannot name any limit on who it can approach may not have thought about the conflict, so ask again in writing.
Timelines are a useful comparison point. As one published example, Jesson Global states four to eight weeks from kickoff to placement, with a shortlist of three to five vetted profiles in weeks four to six, and our article on how long executive search takes in Indonesia looks at this further.
If you are hiring at Director level or above, or need a confidential replacement, you can run this same check on us, starting with how we scope a search on our executive search page.
FAQ
What are the top 10 headhunters in Indonesia?
We found no official or independent ranking, so we do not publish one. The lists online come mostly from vendors and content sites, often without a stated method. Use them as a source of names, and then run the same licence, experience and reference checks on each firm before you shortlist it.
Who is the best headhunter in Indonesia?
It depends on the role, because the right firm for a mid-level specialist can be wrong for a confidential C-suite search. Start by choosing the hiring model, retained or contingency. Then compare firms on recent similar searches, the consultant who will lead your work, and references you can call yourself.
How do I check that a headhunter in Indonesia is licensed?
Ask for its NIB and/or Sertifikat Standar, which Permenaker 18/2024 names as the business licence, and confirm that the same legal entity signs your contract. You can check an NIB through the OSS website. Ask too whether it employs a placement officer, because Pasal 10 of the regulation requires one.
Should I trust a headhunter's own placement numbers?
Treat them as claims until you see evidence, because nobody outside the firm has usually checked them. Ask for anonymised examples at your level and in your sector, and ask to speak with past clients. A firm with real experience in your kind of search should be able to show you something specific.
